HOW TO BECOME A REFEREE
New Referee Grassroots Courses
Registration for new referees is available! A new referee is someone who has not previously been registered as a referee OR is a previous referee whose registration has lapsed (2020 or prior). Candidates successfully completing the course will be eligible to referee games in spring, summer, and fall 2023 (license expiring 12/31/23).
Click here for course details, in-person dates, and registration steps. New referee candidates successfully completing the course will have their course registration fees, and background check fees if applicable, reimbursed by WYSA.
NOTE: U.S. Soccer Policy mandates a minimum age of 13 to start the certification – there are no exceptions or waivers to this U.S. Soccer Policy.
HOW TO REGISTER TO BECOME A NEW REFEREE
GRASSROOTS “NEW” REFEREE COURSES
First Time Grassroots Referees completing registration through the Learning Center must complete the following requirements:
- Sign up for a course here: https://learning.ussoccer.com/referee/courses/available/6/list
- go to Course Details for the appropriate course (there may only be one) on the right to sign up
2. Complete online US Soccer Learning Center requirements. **These must be completed 48 hours prior to attending the in-person session**
- Introduction to Safe and Healthy Playing Environments – 1 hr.
- Online Grassroots Referee Course Module – 4.5 hr.
- 2023 Laws of the Game Update- 30 mins.
- First Time Grassroots Referee Quiz - 45 mins.
- SafeSport (if 18 years or older) - 1 hr.
- U.S. Soccer Federation Gold Standard NCSI Background Check (if 18 years or older
3. Complete Additional State Assignments:
- Email Sue Walter at sue@wisref.org to let her know that you have completed the US Soccer Learning Center requirements, and she will guide you through creating a GameOfficials account, as well as choosing an in-person session.
- Create a GameOfficials account – 15 mins. **This must be completed 48 hours prior to attending the in-person session**
- WisRef In-Person session (either Virtual on-line Zoom session or On-field session) – 4 hr.
- The online US Soccer Learning Center requirements must be completed and a GameOfficials account must be created 48 hours prior to the In-Person session.
- In-person sessions will start up in February 2023.
- Dates for an In-person session - to be chosen AFTER all steps above completed.

- The state office is currently setting up the 2023 In-Person Sessions and will post dates/locations as they are finalized.

"RECERTIFYING" REFEREE COURSES
Re-certifying Grassroots Referees completing registration through the U.S. Soccer Learning Center must complete the following requirements:

2. Complete online US Soccer Learning Center requirements.

3. Notify sue@wisref.org when the above are completed and a 2023 badge will be mailed out to you and your GameOfficials account will be re-activated.
REFEREE COST
The total cost of the course for both new and recertifying referees is $70; a background check, if 18 or older is an additional $30 (for a 2-yr period).
